Series documents the research and recommendations of the Planning Board concerning the development of highways in Oregon. Records include correspondence, maps, resolutions, legislation, proposals, black and white photographs, reports, questionnaires, and minutes. Topics include mine to market roads; highway development along the Columbia River Gorge, Wilson River, and Wolf Creek from Portland to the coast; legislation against billboards and other "scenic nuisances;" the definition of natural beauty concerning highways; and the protection of roadsides including the limitation of roadside logging.

The State Planning Board was a fact finding and advisory body created in 1935 to study and make recommendations for the conservation and development of Oregon's resources. The Board was preceded by the Reconstruction Advisory Board which was created in 1933 to prepare and present applications for loans from the Reconstruction Financing Corporation and to supervise the construction and management of subsequent projects.
